With two identically worded memos, President Obama has just declared that the southeast Asian nations of Laos and Cambodia have each "ceased to be a Marxist-Leninist country" under the definition of a law governing the Export-Import Bank.
Phil Cogan, a spokesman for the government-run bank, says the president's directive gives the green light for providing assistance for U.S. business deals in both countries. Up until now, both have been off-limits for Ex-Im loans.
